Publication of the bylaws

On the README we say "The authoritative version of these bylaws can be found in PDF format on the Django website: bylaws.pdf".

This feels problematic as that PDF is a lot of work to keep up-to-date, and is probably currently out of date. We should make changes so it’s easier to publish the bylaws? Here’s what I think could work well:

• Link to both the HTML and PDF versions.
• Document how we generate both versions.
• Move the PDF version to be stored in GitHub.
• If possible - add a redirect from the existing bylaws PDF URL, to the new location

Keen to hear what others think would work well for this? We don’t update the bylaws often but when we do it would be nice for Board members to be autonomous in taking changes through to publication.

Is it possible to generate the PDF on the fly and then cache? Also, we may need version / date info in the PDF file. Currently, it looks like there is no way to compare two versions of the PDF and understand which one is older.

Good points @ulgens! I suspect generation + caching like that is too complex for the task at hand but happy to be told otherwise. Versioning seems like a great idea, just a simple "Generated on <datetime>" would go a long way I expect.

For now I’ve updated the README to link to the HTML version, there’s more work needed on PDF generation.
