Port GitHub Actions to RISC-V

The goal of this activity is to enable self-hosted RISC-V board in GitHub Actions (GitHub CI). Now it works on x86/ARM, but not RISC-V

• Build .NET SDK (https://github.com/dkurt/dotnet_riscv/releases/tag/v8.0.100)
• Build Node.js (there is a statement that it might be optional)

Were able to build Runner (with Dotnet 9.0.0), but there is a problem at config step:

How to build:

• Login to RISC-V board (I don't know how to cross-compile for now)
• Download Dotnet from https://github.com/dkurt/dotnet_riscv/releases/tag/v8.0.101. Archive and *.nupkg files.
• Put *.nupkg files to the folder /home/ubuntu/packages
• Prepare:

  git clone -b dkurt/riscv64_runner https://github.com/dkurt/runner
  cd runner
  mkdir -p _dotnetsdk/8.0.101
  cd _dotnetsdk/8.0.101
  tar -xf $HOME/dotnet-sdk-8.0.101-linux-riscv64.tar.gz
  mv 
  

• Build (takes about 30 minutes):

  cd $HOME/runner/src
  ./dev.sh layout Release linux-riscv64
  

• Package:

  sudo mkdir /usr/share/dotnet
  cd /usr/share/dotnet
  sudo tar -xf $HOME/dotnet-sdk-8.0.101-linux-riscv64.tar.gz
  

  cd $HOME/runner/src
  ./dev.sh package Release linux-riscv64
