Can't connect to domain attached to "default" network.

Hello everyone. I have never used libvirt before so I do really need some help to understand what I'm doing wrong.

I'm creating a VM with Fedora Clould 43_1.6 image. The host is Fedora 43.

The VM is being started and running, but it doesn't receive IP. I also can't connect to VM using virsh console.

My main.tf is below:

The manual run with the same iso and qcow2 files was successfull. I used the following command:

virt-install --name control-plane --memory 8192 --vcpu 4 --disk path=/var/lib/libvirt/images/control-plane.qcow2,format=qcow2 --disk path=/var/lib/libvirt/images/cp-cloudinit.iso,device=cdrom --import --os-variant fedora-unknown --network network=default --graphics none --noautoconsole
