Support other notification options (flowdock etc)

I would be interested in submitting a PR for this at somepoint - will probably be working in this area in the couple of weeks.

Our specific use-case would be for flowdock, so I imagine we could aim to support at least both.

I'm going to take a look at this over the next couple of days (maybe weeks)

Generally speaking I think something like the following should work:

• Introduce the concept of a Receiver (Slack/Flowdock/WebHook/etc)
• Add class functions to Receiver to impl. existing functionality (progress-bar/rollout-block/degraded-block/etc
• Extract deployment information into re-usable structure (at the moment they go into blocks which is specific to slack, I think...)
• Update command line arguments to support flowdock
• Update tests

Hm this is annoying.

I can't find a python-flowdock API that's maintained.

python-flowdock doesn't appear to support chat/threads (which means it's a no-go).

I suspect both (at least PyFlowdock) lack python 3.x support.

If you get a chance, let me know what you think. I've got a few more things to add (and test).

Essentially the changes are:

• Added support for flowdock
• Added configuration through a yaml file (see config.example.yml)
• Allow multiple slack (or flowdock) receivers to be specified. This means you can messages to multiple channels.
• Bump package versions/pipenev

I couldn't get the the existing pinned packages installed from the requirements file (python 3.7). So using latest seemed to work. I found this easiest with pipenv, but not sure if that's something you want to use?
