Add prevention for snowball lag machines

**Initial Overview**
This is a lag machine type that is pretty common and I would love a fix for it similar to the armor stand lag method.

**How it works**
Snow golems shoot snowballs at zombies, and these snowballs can be captured by water streams and then sent into a pooling chamber where they pool and create lag.
