Cannot make a connection to external postgresql host

I installed dockage/phppgadmin:latest and I have a postgresql container in the same docker network. They can ping each other through container name, etc.

But the phppgadmin cannot telnet to the postgresql container at port 5432.

I have another container in the same network and it connects to port 5432 normally.

What could it be ?
