docker run "image" tab completion image is completing too much

### Description

Tested with `docker` CLI v28.0.0-rc.1, using tab-completion for the image name should only provide completion once, but continues completing after it already provided a value;

```bash
docker run --rm alpine:latest alpine:latest alpine:latest alpine:latest alpine:latest <TAB>
```
