rhel: the rpm has -rhel in the URL

The Fedora rpm depends on qemu-system-x86 which doesn't exist on RHEL.

Tested on `docker run -it rockylinux:9` with

dnf install pass
dnf config-manager --add-repo https://download.docker.com/linux/rhel/docker-ce.repo
curl
https://desktop.docker.com/linux/main/amd64/docker-desktop-x86_64-rhel.rpm
-o docker-desktop-x86_64-rhel.rpm
dnf install ./docker-desktop-x86_64-rhel.rpm
