Inject ToC (PDF bookmarks or user-supplied) as structure hints in Docling

It could be great to have some feature in which we can parse the table of contents, and then extract the layout of the pdf bases on this list. By this way we will avoid parsing weird titles or subsection* that are not really relevant in the layout. Also we will force some of them that are not being correctly parsed
