Contribution Idea: CSV/XLSX to PDF

When using csv or xlsx natively in Docling, I've noticed some issues.

1. The extracted format from the data is not good; "real world" csv's and xlsx is typically multiple "tables" in one sheet. They don't come out the best.
2. The extracted data is not good; sometimes the excel formulas come along for the ride

Anecdotally, I've noticed converting csv's or xlsx to PDF dramatically improves the output in both format and data

What is the contribution process?
