move global constants (and functions?) to dedicated file

as to consolidate exported constants and files used across source and tests

Examples of patterns to refactor as part of this issue:

• anything pulled in from another command ts file should be in utils ts file
• need util functions that encapsulate readfilesync and writefilesync with utf-8
