Improve AMDSEV initrd build and boot QoL (#438)

This updates the AMD SEV-SNP initrd build flow to improve reliability and operator experience.

It adds stronger validation and reproducibility safeguards during build time, and improves boot-time behavior for shutdown, networking, and  storage fallback inside the guest.
