Add Celestia DA for persistent mode

Currently persistent mode is not being retained by Piltover.
The user should be able to choose an other DA layer like Celestia where the compressed state diff should be posted as a blob (even if for now there's no Blobstream contract on Starknet, where later Piltover will be able to verify DA inclusion).
