Hi, is there a way to turn on the camera? Even though streaming might not be implemented?

To be able to utilize the camera streaming must be implemented.

You can use selenium and WebRTC automatic testing tools for this
Specifically the options

--use-fake-ui-for-media-stream
--use-fake-device-for-media-stream
--use-file-for-fake-video-capture=path/to/file.y4m
