Why should they be bumped outside of the typical bump schedule?

As discussed in melpa/melpa#9004 , restclient has recently been archived and the original author cannot be contacted. It has been officially adopted by emacsorphanage and had a number of issues fixed. MELPA also now points to this fork. Doom should switch to this, which would require an overall MELPA bump too.
