[Feature Request] `usbipd policy add` has no way to force autobind

As the title said, the current design of `usbipd policy add` doesn't have a way to force autobind a device. Previous version (before `usbipd policy` update) can do it.

This feature is needed to prevent the host system from using the specified device, even when the client is not connected yet.
