[DEFECT] Unable to ejecute workflow action from Pages portlet

Problem Statement

When a workflow action that has "Allow Comments" check enabled is attempted to get executed on a page from the Pages portlet nothing happens. Clicking the action button does nothing, when it should display a dialog to include a comment.

If the same flow is done from the Content Search, it properly displays the dialog.

Steps to Reproduce

1. Go to Workflows > System Workflow
2. Open the "Save" action
3. Scroll down and check the "Allow Comments" checkbox
4. Save the action
5. Go to Pages portlet, click on "Create Page" and choose "Page" type.
6. Fill the Title and Url fields a click on "Save"

Nothing will happen.

Acceptance Criteria

When going through the steps below the dialog to type a comment should display.
