CLA build check not running

Under this PR and also this one the CLA bot is not running. It doesn't seem to have issues with any other PR, even my other recent one.

What should we do?

Also, it was really hard arriving here to open this issue and I'm still not sure it's the right place. I'd expect pointers on the https://cla.dotnetfoundation.org/ page on where to go if you have questions about the CLA, be it legal or technical. And the link to the CLA there points to the now-archived https://github.com/dotnet-foundation/foundation/blob/master/guidance/net-foundation-contribution-license-agreement.pdf repo.
