Deal with framework regression in movie tutorial

Description

Per dotnet/aspnetcore#58951, let's go with the 8.0 framework in the 9.0 version of the article to unblock the whole tutorial. Without doing something, a nasty error stops devs in their tracks at Part 2 and beyond.
