Version out Visual Studio debugger regression guidance in the movie dB tutorial for 10.0

Description

Placed guidance to ignore the exception in Part 2 of the tutorial series.

Slated to be addressed for .NET 10 on dotnet/aspnetcore#53996.

Future work on this subject by the PU (.NET 10): dotnet/aspnetcore#59451

Because this will be fixed in 10.0 or later by not throwing an navigation exception at all, we can leave the current guidance in place and just version it for <10.0.
