Document configuring JsonOptions for OpenAPI globally

Description

Our OpenAPI documentation currently shows how to use JSON serialization options to modify the document generation via attributes.

We should demonstrate how to configure things globally as well with the JSON options configuration.

This would also be a good place to document the fact that MVC's JSON options are distinct from the global JSON options that OpenAPI consumes from.
