Update the Blazor publish to GitHub Pages guidance #34461

Description

I have a working demo using the XREF Generator app for this. Two birds with one stone:

  • The section (or article, if it becomes an article) will use the Xref Gen tool as its example.
  • We'll have the Xref Gen tool via GH Pages to use, and it will be easy to keep it updated via automatic GH Pages deployment. I'll probably make this version agnostic (i.e., move it out of the 9.0 folder to the root of the repo).

I'm using the static site publishing workflow that GH makes available. I'll place full step-by-step guidance with GH configuration remarks.
