Move the `HttpContext`/`IHttpContextAccessor` content to its own article

Description

It will be a short new article, but we're still not getting good visibility on these important concepts.

Move the content to a new article under the Render Modes article and try to flesh the recommendations out a bit further based on the recent discussion with Steve and Javier.
