[Pre4] Confirm the guidance on changing the file name extension of `.dll` files works with `dotnet.boot.js`

Description

At Pre3, the manifest filename is changing from blazor.boot.json to dotnet.boot.js. The filename was changed in the guidance on changing .dll file extensions for folks who disable Webcil on #35176. For this issue, the guidance will be checked to confirm that it works with dotnet.boot.js and DLLs. If it fails, the issue will be updated to address either fixing/replacing the guidance or versioning it out for 10.0 or later.
