Add link to source for JsonNumberHandling.AllowReadingFromString` pattern matching RegEx code

Description

Add links to RegeX from #35222
For example:
here
| pattern | <!-- pattern: "^-?(?:0|[1-9]\\d*)$" -->, add link to source that has the regEx.
Anticipation customers will have problems with RegEx, make it easy to debug source.
