Sync ms.date with significant updates in .md files

Search for discrepancies between topics that were significantly updated and the ms.date that are out of sync and sync them. (per LT)

Logic

Update .md file metadata ms.date value to match last commit with a change of over 50 characters.
If the ms.date is already newer, leave it alone since someone reviewed it and then updated the date.
Includes are skipped since includes do not have an ms.date in metadata.

For this run, only including the following paths:
aspnetcore/client-side/
aspnetcore/data/
aspnetcore/diagnostics/
aspnetcore/fundamentals/

@tdykstra, agreed on omitting include. I was thinking originally that if a .md file had an ms.date, it would not be an include file nor a previous versioned topic in an include folder. So all include files would be omitted in that logic of only addressing topics with ms.dates. But yes, either way, we want to omit files in include folders.
