Review unassigned issues, triage and re-assign

Review all issues that need a new assignee in this repo, triage, prioritize and re-assign.

• Start with any that are related to .NET 10 so those are clear immediately.

• Unassign any for R. Check priority.

• Verify zero lable 10 issues with no assignee

• Close all ADO issues as a final step that were assigned to R. These will just be reopened with a new sprint date when we address them as we go.

Unnassign R to no assignee

(We will pull from the greater pool of unassigned issues starting with pri 1 for each sprint planning, if we run out of pri 1 then go to pri 2)

Other items to look at later in sprint planning:
253 need an assignee

23 have an article author from the doc team but need that author assigned

25 issues have an author from doc team that need to be reassigned

125 are older than 5 years likely do to low priority or blocked but we need to verify each one
