Update the ASP.NET Core Overview to focus on modern frameworks

Description

For new users learning about ASP.NET Core, we want to focus our messaging on our modern recommended frameworks, like Blazor and Minimal APIs. The ASP.NET Core overview page currently still mentions older technologies, like Razor Pages & MVC. These frameworks are still supported, but probably not what we should be leading with. We want to avoid new users being confused by multiple options for the same scenaro.

Let's revamp the ASP.NET Core Overview article to focus on our modern offerings and on ASP.NET Core's strengths.
