Update the sample app for "Use multiple environments in ASP.NET Core" to be based on Blazor instead of Razor Pages

Description

We want to lead in our docs with our modern recommended web frameworks. The ASP.NET Core environments doc currently references a sample app implemented in Razor Pages. We should use a Blazor based sample instead.
