Version Swashbuckle/Swagger guidance in Blazor security sample articles

Will version the coverage because the samples will only adopt OpenAPI without a visualization/testing approach for 9.0 or later. Swashbuckle+Swagger will remain for <9.0 samples and article content. In the future, we'll probably add a different visual UI/tester.
