OIDC article says register your website but doesn't say how

This is the first article I have found and read while trying to implement OIDC for my NET 9 web application. While it is generally fairly clear, at one point it tells me to "Register the web API...", but without explaining Where or How to do so. It needs a link to a topic explaining this detail for somebody unfamiliar with the subject area.
