Outdated assertion regarding how persisted state is (or isn't) supported during Enhanced Navigation?

Description

Regarding this line:

Enhanced navigation with circuit state persistence isn't currently supported but planned for a future release.

I believe the AllowUpdates flag for the PersistentState attribute now enables persisted state to be restored during enhanced navigation.

So am wondering if the above line is still accurate?

Thanks for pointing this out, @jonhilt. When I'm back on Monday, I'll version this line so that it only appears in <10.0 content. Also, I'll sweep the entire Blazor doc set to see if there are other instances of such a remark 😈 ... I think there probably are a couple of other spots to address.

Not that it matters all that much, but I'm labeling this one as an "enhancement" instead of a "bug" because this is for a new feature that doesn't release until November with .NET 10.
