Document using validation models from library in .NET 10

We should provide guidance for the scenario where a .NET 10 Blazor app uses the new .NET 10 validation with models defined in another assembly (other than the assembly that does the application setup). For this to work, an AddValidation call needs to be done per assembly.

See the discussion in dotnet/aspnetcore#63626 (comment) for the pattern recommended for .NET 10. (We might streamline the usage in the future.)
