Hook up the 10.0 migration article to the ToC.

Remark new features and cross-link the 10.0 release notes for ...

• Setting the environment in Blazor WASM apps with <WasmApplicationEnvironmentName>.
• Inlining of the Blazor boot configuration file.
• The declarative model for persisting state.
• Custom Blazor cache and BlazorCacheBootResources MSBuild property removed.
