The Live Visual State Watcher is at the bottom of the Properties panel #44. It will be displayed if the selected element contains a Visual State Manager. Selecting a state will force the control into that state for previewing its behavior/display. However, interacting with the control can then reset the display to reflect the current states within the control's state machine.
