Allow to use AddBicepTemplate on subscription level, controlling target scope

Option for controlling target scope when using AddBicepTemplate

    .AddBicepTemplate("policies", "../AppHost/Templates/Bicep/somename.bicep")
    .WithParameter("name", "some-name");

From the infra folder (after running azd infra synth). The scope is set to the resource group.

module policies 'policies/somename.bicep' = {
  name: 'policies'
  scope: rg
  params: {
    location: location
    name: 'some-name'
  }
}

Would like to see a feature where target scope can be set.

    .WithParameter("name", "some-name")
    .WithTargetScope(AzureBicepResource.TargetScopes.Subscription);

Other target scopes can be added to AzureBicepResource.TargetScopes.

An alternative is for Aspire to look for targetScope = 'subscription' in the Bicep file.
