Rename Application to Resource in dashboard OTLP functionality #10867
Description
The dashboard contains code for handling receiving and displaying OTLP telemetry. The correct term should be resource instead of application. For example rename OtlpApplication to OtlpResource.
Rename application to resource in file names, class names and members in the Aspire.Dashboard project.
