Describe the bug

If you try to start an app host with ASPIRE_ENABLE_CONTAINER_TUNNEL enabled when docker is unavailable, then the aspire dashboard doesn't start up.

If you don't have ASPIRE_ENABLE_CONTAINER_TUNNEL enabled, the aspire dashboard will start, and display a Runtime Unhealthy message.

Expected Behavior

The dashboard should start, even if docker runtime is unavailable.

Steps To Reproduce

  1. Create a new aspire apphost based on the starter template (with redis)
  2. Set ASPIRE_ENABLE_CONTAINER_TUNNEL in launchsettings.json
  3. Ensure docker is NOT running
  4. Start your app host.
