Update aspire new blazor template

The aspire 13.1 blazor project that emerges from aspire new is the dotnet 9 template targeting dotnet 10.

Describe the solution you'd like

The blazor project should be the new dotnet 10 blazor template that includes the ReconnectModal, NotFound component, and various other points of improvement.

Thanks. This will unfortunately complicate our starter template a bit as we'll need different content for the Blazor project depending on the TFM selected. The Blazor templates version with .NET itself so they have separate template packages per TFM but Aspire does not. We'll need to have different source folders in the template for the Blazor project content for each TFM and then use "sources" declarations and conditions in the template config file to bring in the right source based on the selected TFM.
