PackageOverrides.txt in targeting pack should list Microsoft.AspNetCore.App

Microsoft.AspNetCore.App should be listed in the PackageOverrides.txt file of the Microsoft.AspNetCore.App.Ref targeting pack. This will help with package pruning.
