I have tried "hotReloadEnabled": false, environment variables, etc. nothing works. It's deeply embedded in the framework

It's 2025 and this stupid design has existed for YEARS. It should be turned off by default. This thing even exists on production config wth (project is raw dotnet cmdline, not using vscode/visual studio)

This is a dupe of #45213 which is tracking a design change in this area.

This is not something we, ourselves are happy with, but it involves several teams, and it is not trivial to change.
