[Blazor] Incrementalism issues in `dotnet.js` when switching from running with CTRL+F5 and F5

Something happens to these two files, and the server ends up returning 200 with Content-Length: 0

We are not able to reproduce it. It looks like it was a combination of tooling mismatch. Closing for now
