ASP0027 points to non-existing webpage

Describe the bug

When adding a public partial class Program {}, you get the new ASP0027 diagnostic which tells you to go to https://aka.ms/aspnetcore-warnings/ASP0027 which is just bing.

Expected Behavior

It should lead to proper documentation

Steps To Reproduce

Add public partial class Program {} to a ASP.NET app.
