Dead links in old proposals

Many times the proposal documents (typically starting in https://github.com/dotnet/csharplang/blob/main/proposals/csharp-XX/proposal.md) get moved, either when they get pushed back a version release or move to inactive/reject. This leaves dead links in the issues that link them.
Example:
#33 the proposal moved from csharp-9.0 to rejected but the link in the ticket is dead and its not immediately clear why.

Would be nice for someone to repair all those links on proposal/champion/etc tickets.

It could be helpful in this effort to check the linked tickets in the proposal.md document when the proposal is moved and ensure they are updated.

Realistically, I doubt the team has time for this, perhaps somebody can write a script and propose all the updates so that they can quickly review and accept the changes? Maybe, ARTIFICIAL INTELLIGENCE can be used to accomplish this task 🤣
