Order of xrefmap lookup

Is there a defined order in which the xrefmaps specified in the config are checked?

In other words, if the same UID appears in two files, will the UID in the first xrefmap in the config "win" or will the last one "win". Is the order based on the order that the xrefmaps are listed in the config file? Is the order stable or is it "undefined" and possibly subject to change in the future or on different computer systems?
