List all namespaces

I want to add a page that has a table with the namespaces, and a description for each namespace similar to https://learn.microsoft.com/en-us/dotnet/api/?view=dotnet-plat-ext-7.0

I use file overwrites for the namespace descriptions, and I already have that part. But it is not clear how I can add a page with a custom layout that lists all namespaces.

Can anybody point me in the right direction?
