Document/Link Telemetry datapoints collected by SDK msbuild

Description

SDK telemetry article: https://learn.microsoft.com/en-us/dotnet/core/tools/telemetry, should contain information about telemetry emited and collected for commands executing msbuild (dotnet build, dotnet msbuild, plus couple other commands can execute msbuild as well)

The datapoints are being exhaustively docuemented in the repo here: dotnet/msbuild#10800
So the SDK article should probably just link that GitHub documentation. Similarly as there is a section for Template Engine, there should be a section for MSBuild, that will just link to the article create by the linked PR

• Why wouldn't you document this in the official MSBuild documentation?
• The MSBuild repo seems to have a lot of wiki documentation, shouldn't you convert all of that to real documentation published on MSLearn?

The telemetry is collected via sdk host, not in any other run modes of msbuild (VS, standalone mebuild.exe) - so it should stay with sdk telemetry documentation.

@gewarren Shouldn't the needs-more-info label have been automatically removed so that the policy wouldn't close this?
