Missing EventSource System.Runtime Counter time-in-jit

Description

I was reviewing the latest version of RuntimeEventSource.cs and found a missing counter that I was looking for.

I would suggest possibly reviewing the relevant source files for omitted counters as people often heavily rely on this documentation. Without it being updated, I've caused counters that exist to not be published to Application Insights for further diagnostic purposes.
