Description

In dotnet/msbuild#11052 MSBuiuld added support for 'IfDifferent' value for 'CopyToOutputDirectory'
This is going to be available with VS 17.13 and onwards (.NET 9.0.2xx and onwards)
We should update the document appropriately.

Also https://learn.microsoft.com/en-us/visualstudio/msbuild/common-msbuild-project-items needs similar update
