[feature/10.0] Remove checked-in configuration binding generated sources

Once we pick up dotnet/runtime#115350, the checked in BindingExtensions.cs can be removed and the source generator can be turned back on (see https://github.com/dotnet/dotnet-monitor/blob/feature/10.0/src/Tools/dotnet-monitor/BindingExtensions.cs).
